The Hubert H. Humphrey Fellowship Program is a Fulbright program that builds connections between accomplished U.S. and foreign mid-level professionals in leadership positions to advance solutions to pressing global challenges, including combating climate change, protecting human rights, increasing access to education, and enhancing global health security. It provides a year of personalized academic experiences and professional development opportunities for participants.
Fellows also have the opportunity to immerse themselves in U.S. society and culture; this immersive experience strengthens mutual understanding and lays the foundation for enduring, productive relationships between Americans and their global counterparts. By exposing Fellows to diverse aspects of U.S. life, the program fosters cross-cultural dialogues and collaborations that continue long after the Fellowship year.

English Language Testing
Candidates from Jordan must submit an English language test score. Those with lower scores that may limit their eligibility for the regular Humphrey competition can qualify for the Long-Term English (LTE) program (see above).
To ensure your application is complete, take your English language test as soon as possible and include your scores with your application, which is due by June 30, 2025, at 3:00 PM Jordan Time.
If you have already taken the IELTS exam, the Commission accepts IELTS Academic scores within the 6.0–7.0 range. Applicants unable to register for the TOEFL exam may instead submit their current IELTS score report with their completed application.
Note: In order to have original copies of your score reports (TOEFL©) sent to Fulbright, you need to add a DI code (Institutional Code) 48 hours prior to the exam on your ETS account: (8293) for Fulbright Jordan.

If you choose the IELTS exam instead of TOEFL©: make sure you request an extra copy of your score reports to be delivered by mail, courier or hand-delivered from the British Council to the Fulbright Commission’s P.O. Box (find it under our Contact page), this service comes with a small fee paid to the British Council.
Recommendation Letters
You are required to submit three letters of recommendation, one of them must be from the immediate supervisor in your current position.
Substance Abuse Prevention and Treatment Page:
All candidates applying for fellowships in the field of substance abuse prevention and treatment should complete the special form for candidates in this field regardless of degree held, number of publications or research experience. Candidates in other fields should omit this page of the application.

Academic:
As a non-degree program, the Humphrey Program focuses on enhancing participants' leadership skills and fostering cross-cultural understanding. While it provides a rich academic and professional development experience, it is not intended to lead to a degree, and Fellows cannot transfer to degree status during or after their participation.
Humphrey Fellows are placed in cohorts at one of 13 host universities, which are selected based on the universities' areas of impact and the Fellows’ professional expertise. At these institutions, Fellows learn from renowned faculty, while having the flexibility as non-degree-seeking students to travel, network with American counterparts in their field, attend conferences, and participate in professional affiliations, thereby enriching their overall experience.
Professional:
The Humphrey Fellowship provides development opportunities to contribute to Humphrey Fellows’ professional growth and help them build partnerships that can take their work to the next level. Humphrey Fellows expand their perspectives on their work and global issues through immersive learning, collaboration, and networking. This includes participating in a tailored experience at a U.S. community college, engaging in thematic workshops that enhance Fellows’ skillsets, attending high-profile events with policymakers and scholars, and much more.
HHH Program Long-Term English (LTE) Language Training Initiative:
This component is designed to support candidates from less fortunate populations, rural areas, and minority groups who may have the necessary leadership potential but require additional language preparation. The LTE program provides an intensive 16-week language training in the U.S. to help candidates improve their English proficiency and meet the program’s academic and professional standards. LTE participants must demonstrate the same leadership qualities and commitment to public service as other candidates. Through this, Humphrey program continues to make the program more accessible to a broader range of talented professionals worldwide. Individuals who have sufficient English language proficiency are not eligible for this component.
Fulbright scholars enter the United States on an Exchange Visitor (J-1) visa, under a Department of State exchange program, and are subject to the two-year home-country residency requirement, at the end of their research award in the U.S. which allows them to apply what they’ve learned, contribute to their community, and share the experiences and knowledge gained during their time in the U.S.

Application Tips:
When completing your application, clearly articulate your need to participate in the program and how you would benefit from it. Highlight your relevant experience, skills, and commitment, and explain how the program offers unique growth opportunities that you have not previously encountered and are unlikely to find elsewhere. Your responses should provide detailed information about your plans for professional development, how they align with your goals, and how they address Jordan’s needs. Independent review panellists rely heavily on the proposed program plan to evaluate your communication skills, understanding of the Humphrey Program, and your need for it. Whether you work in the public or private sector, ensure your application demonstrates a clear commitment to public service.
